The Capitol building is separate from the Senate and House Office Buildings-- there‘s even an underground system of trains which connects them-- so each Senator has a small, separate office somewhere inside the actual Capitol Building. These personal, private quarters are assigned by rank-- not party or power-- so the longest serving Senators have hideaways near the Senate Floor with views of the Washington Monument, while the newest Senators might be down in the basement.
